I'm running a Ryzen 7 9800X3D with 32GB of DDR5 memory and currently have an RTX 3060 8GB. I've saved enough to upgrade to an RTX 5070, but I'm not sure whether it's the right choice for my setup. I mainly play VR games, while my regular PC gaming is at 1080p. Would the 5070 be overkill, and should I be concerned about a CPU bottleneck?

It’s a good fit, but the price matters. I wouldn’t pay much more than about $600 for a standard 5070. If it costs closer to $800, look at alternatives such as the Radeon 9070 or 9070 XT, which generally offer more raw performance and VRAM for similar money. Nvidia may still be preferable if you specifically need features like DLSS or particularly strong ray-tracing performance.
For gaming alone, a Radeon 9070 XT is worth considering if it’s around the same price as the 5070. It gives you more performance headroom for moving to 1440p later and usually includes more VRAM. Either card should be plenty for 1080p, though Nvidia’s features could make the 5070 the better choice for certain VR or ray-traced games.
You won’t have a meaningful CPU bottleneck with that processor. The 3060 is currently the part holding your system back, so upgrading to a 5070 should produce a noticeable improvement. Since you play at 1080p, you might also get more enjoyment from upgrading to a good 1440p monitor if your games and budget allow it.
The RTX 5070 would be a major upgrade over the 3060 and should handle 1080p extremely well. It’s also a strong 1440p card and should be more than capable for most VR games. Your 9800X3D is powerful enough that the GPU will usually be the limiting component, not the processor.
A used 5070 only makes sense if it’s priced competitively. At that point, older cards like a used 3070 or 3080 can offer better value depending on local prices.
