I'm currently running an i5-6500 CPU, a Gigabyte Z270P-D3 motherboard, 24GB of 2133MHz RAM, and a 1080Ti 11GB Aorus Xtreme GPU. I'm looking to upgrade one component at a time because of my budget situation. Ideally, I want to move to a Ryzen 5 9600X, get a B650 motherboard, and upgrade to 32GB of DDR5 RAM. I found a CPU and motherboard for around 250 EUR and DDR5 RAM for about 200 EUR, which seems pricey, but I found some good used deals. Recently, I stumbled upon an MSI Gaming X Slim GeForce 4070 SUPER 12GB GDDR6X for 490 EUR. This is lower than the usual prices in my country, usually around 600 to 700 EUR. Should I buy this GPU now, or should I focus on upgrading my CPU and motherboard first? I'm new to this and would appreciate any recommendations!

While it's smart to upgrade bit by bit, if you're eventually changing the CPU, motherboard, and RAM, have you thought about buying them as a bundle? Sometimes places like Microcenter or Newegg have great deals, and you can save quite a bit. For instance, I bought a CPU, motherboard, and RAM combo for around $750 when the individual prices were over $1000. It might be worth checking out, even if you need to travel a bit to get to a store that offers those kind of deals!
The 4070 Super is definitely a solid choice, offering performance close to an RTX 5070 and notably better than the 5060Ti or 9060XT models. For 490 EUR, it sounds like you found a pretty good deal! If you're willing to negotiate, see if you can lower it to 400 EUR, but even if you settle at 450 EUR, it would still be a decent price.
