I'm currently using an Intel Core i5-12400F on an Asus B660m WiFi motherboard and I'm planning to upgrade my GPU from a GeForce RTX 3070 to a Radeon RX 9070 XT. Given that I want to keep my motherboard, what CPU would be the best choice for an upgrade?

Honestly, the VRMs on your motherboard aren't the best, and since it’s DDR4, you might want to just focus on the GPU upgrade and skip the CPU upgrade for now.
I had a similar setup, but I switched to AMD because my B660m wasn’t up to the task. If your motherboard is decent, you could upgrade to a 13th gen Intel CPU like the 13600 or consider AM5 for a bigger performance boost.
Your B660 motherboard supports both 12th and 13th generation Intel CPUs. I suggest upgrading the GPU first, particularly since you’re gaming at 1440p or 4K. Then, you can decide if a CPU upgrade is needed later.
