I'm almost ready to build my PC, but I'm waiting on my RAM which will arrive next week. The catch is that I won't be at my parents' house until two weeks after the RAM arrives. Is it safe to apply thermal paste to the CPU without turning on the system?

For sure! I often leave my setups untouched for weeks or longer. Just make sure your thermal paste is applied evenly and you're good to go!
