Can I recover my Apple account after its security details were changed?

My Apple account appears to have been hacked. The attacker changed nearly all of the security information, although the password still seems unchanged. I can't make changes to the account, and calling Apple Support hasn't led to any progress. The Genius Bar also said they couldn't help. My MacBook keeps showing pop-ups asking me to unlock the Apple account to continue using iCloud on this device, but I can't dismiss or remove them. Is there still a way to recover the account or disconnect it from my MacBook?

If the MacBook is still signed in to the same account, check whether you can enable two-factor authentication from the account settings. If you canโ€™t, contact Appleโ€™s account-recovery or Activation Lock support and be prepared to provide proof that you own the device, such as the original purchase receipt from an authorized seller.

MellowCedar42: Unfortunately, I canโ€™t enable two-factor authentication from the MacBook. The support page I found also seems intended for devices that are already completely locked, so Iโ€™m still stuck.
