Right now, I've got an Intel Core i5-3570K with an NVIDIA GeForce GTX 970 on an Asus P8Z77-V Pro motherboard, along with some old DDR3 RAM. If I purchase a Ryzen CPU and the appropriate motherboard, can I still use my old DDR3 RAM and GPU for now? I eventually plan to upgrade my GPU and, if needed, the RAM later on.

AM4 motherboards only work with DDR4, while your Intel i5-3570K is compatible with DDR3. So, you won't be able to just drop your old parts in and expect everything to work. If you have the budget, I recommend upgrading the CPU, motherboard, and RAM altogether. Your GPU will be a bottleneck too, to be honest.
It's important to know that the earliest Intel CPUs that support Windows 11 are from the 8th series, which use DDR4 RAM, so you'll need new RAM anyway if you're aiming for Ryzen. Your GPU will work for now, but prepare for an upgrade soon since a GTX 970 is getting pretty old.
