Could my power supply be the cause of CPU clock issues?

I've recently upgraded my GPU from a 2080 to a 3080, and now I'm experiencing a strange problem with my CPU, an R7 7700x. It randomly drops its clock speed from 5 MHz to just 0.45 MHz. Initially, I thought it might be a heat issue, but the CPU maxes out at about 77 degrees Celsius, which seems fine. Considering my setup, do you think my 600W Apevia power supply could be inadequate for the new GPU?

Your PSU should ideally have some protection and shut off if it's being overloaded. But if it's not supplying enough power, you may notice issues like you're facing. Keep in mind that changing from the 2080 to the 3080 could be stressing the PSU more than before.

It could definitely be a power supply issue. Apevia isn't known for making the most reliable PSUs, and for an RTX 3080, it's generally recommended to have at least a 750W power supply to ensure stable performance.

Last I checked, hardware pulls the power it needs. If the PSU can't handle it, the system will usually shut down as a protective measure. If you're experiencing strange CPU behavior after the upgrade, I'd definitely consider getting a higher wattage PSU.
