I'm having issues with my Ryzen 3 Pro 4350G. Every time I try to boot it up, Windows either fails to load, loops endlessly, or gives me a blue screen indicating there was a boot error. On rare occasions, I make it to the desktop, but it crashes again after a few minutes and starts the loop all over again. I'm pretty sure the CPU is faulty since I tested another CPU in the same setup, and it worked perfectly. I also tried it on a different motherboard, but it still won't boot. I'm curious about why this is happening and how to avoid similar issues in the future. For context, the CPU doesn't show any physical damage, and I bought it second-hand. Here's a video showing the crashing: https://youtu.be/1jbRMb3ZSnc?si=96FAqrS8ntwlx6R3.

It's definitely possible for CPUs to fail just like RAM or SSDs. Since you've confirmed it's faulty after testing with another CPU, not much else can be done now. There are actually videos out there discussing older AMD CPUs failing, especially older models if you're curious.
