I've been receiving emails from Apple indicating that my account password has been changed. This makes me suspect that someone has accessed my account and is changing the password. Every time I try to reset it, it just gets changed again. The crux of my issue is that I can't log into my account to see what devices are linked to it because I've completely forgotten the answers to my security questions. Unfortunately, you can't reset these questions without knowing the answers, and since I'm locked out, I'm in a bit of a bind. Can anyone guide me on how to reset my security questions and regain access to my account?

I suggest reaching out to AppleCare directly; they can assist you with this issue. They’ll walk you through the process of resetting your security questions or help you set up two-factor authentication. It's the best way to secure your account again.
To reset your security questions, you'll typically need to answer two out of the three questions correctly. If you can't do that, I highly recommend switching to two-factor authentication instead for extra security in the future. Check out this article for instructions on how to enable it, but again, it does require knowing the answers to your current questions first.
