How can I install Windows on a flash drive using just a Chromebook?

I'm in a bit of a jam here. My Windows laptop is completely out of commission, and I need to install Windows onto a flash drive for repairs. Unfortunately, the only devices I've got to work with are a school-issued Chromebook and my phone. I've been struggling with this for a while now, and I'm really hoping someone can offer some advice on how I can get this done.
