I recently had issues with my PC where it would shut off and wouldn't power back on. After taking it to a shop, they diagnosed a bad power supply, and I replaced it. However, after a few minutes of using the PC with the new power supply, the same problem occurred. The only way to boot without issues is to remove the GPU. I'm wondering if this indicates a problem with the GPU or the PCIe port, and how I can effectively diagnose either issue without relying on the shop again.

It seems more likely that the power supply is the issue here rather than the GPU or PCIe slot. When a system shuts down unexpectedly and won't restart until the GPU is removed, it's often a sign that the power supply can't handle the load or that some safety mechanism is kicking in. A faulty GPU can cause similar issues, but given your previous power supply problems, I’d be suspicious of that again. PCIe slot failures are pretty rare and usually wouldn’t cause a whole system shutdown.
You could try using your GPU in another PC to see if the same issues arise. If it works fine in another setup, then you'll want to look closer at the power delivery in your current system. Make sure you're using the correct PCIe cables without any splitters, and that everything is seated securely. Based on what you've described, I'd bet there's still a power delivery problem here.

Here's my setup: POWERCOLO REAPER RX9070XT, MSI MPG A1000G 80+G ATX3 PSU, ASUS TUF GAMING B650-E WIFI motherboard, with an ARCTIC LIQ FREEZE III PRO 360 BK cooling and an AMD Ryzen 7 9800X3D. I didn't buy a new PSU; it was a warranty replacement, so it should be new. I hope they didn’t just repackage a faulty one!
