How do I change a user’s phone number for 2FA in Office 365?

I'm the admin for a small company with just three people, and honestly, I'm pretty lost when it comes to managing Office 365. One of our users recently lost her phone and got a new one with a different number. Because of this, she can't sign into her account because of the 2-factor authentication. I've been trying to follow Microsoft's guide on how to change a user's phone number for 2FA, but my admin portal looks completely different from what they show. If anyone can lend a hand, I'd be happy to share a screenshot of where I'm stuck. To be honest, I wish I could just turn off 2FA entirely, but I haven't figured that out yet either.
