I've been out of the PC building game for a while, so pardon me if this sounds silly. From my understanding, a PSU that supports ATX 3.0 or 3.1 will feature a specialized 2x6 pin cable. I'm planning to get a 9070XT, which needs three 8-pin connectors. So, I'm wondering: can I use the ATX 3.1 (2x6) cable as two 8 pins, and then just plug in an additional 8 pin for the third connection?

It really depends on the specific PSU you choose. Some come with a 12V-2x6 to 2x6+2 PCIe cable, which would be perfect for your 9070XT, but many models don't. Most PSUs generally include standard 6+2 PCIe cables, so check that out before making a purchase.
I haven't bought the PSU yet—still hunting for the best one. I'm unsure if I need one with five 8-pins (two for CPU and two for the GPU), or if getting an ATX 3.1 PSU means I might not need that many 8-pins.
