I recently added a second SSD to my PC and I'm planning to install Arch Linux on it. Do I need to set up a bootloader on this new drive, or is the bootloader that Windows installed enough to manage both OS?

You’ll want to install a Linux bootloader, like GRUB or rEFInd, on your new SSD. Windows' bootloader won't be able to boot into Linux, so using a Linux-specific bootloader is essential for choosing which OS to boot into.

Wait, so just to clarify, you're saying I should only install the bootloader on the second SSD?

Best practice is to install the bootloader on the second drive and unplug your Windows drive during the installation. This way, you minimize the risk of messing up anything on the Windows drive. After installing, you can reconnect the Windows SSD, but you might need to configure OSprober or rEFInd to detect both systems. It's also better to keep the Windows boot partition free, since it's usually quite small.
