I'm setting up my dad's new iPhone 17 Pro Max and trying to transfer everything directly from his iPhone 12. The setup process accepted the passcode from the old phone, then continued through the Data & Privacy screen. However, when it asks for the old iPhone's passcode again, it loads for about five minutes and then displays: "Something went wrong. Enter the passcode for your other iPhone again." The iPhone 12 is updated, and I've confirmed that it's asking for the correct device. Has anyone found a way around this, or could the Apple account transfer service be having problems?

If this is happening while the phone is being set up at the moment, Apple’s iCloud or device-transfer services could be temporarily having trouble. Waiting and trying again later may work. You can also restart both iPhones, keep them close together and connected to power, and retry the transfer over a stable Wi-Fi connection.
First, make sure the old iPhone is fully updated and that the passcode belongs to the exact device being used for the transfer. If your dad has owned another iPhone, check his Apple Account device list in case setup is somehow requesting that older phone instead. Since you’ve already confirmed both of those things, this may not be an issue on your end.
I checked both phones and the Apple Account details several times. The iPhone 12 is current, and setup is definitely asking for that phone’s passcode.

That makes sense because everything looks correct locally, but the setup keeps timing out after accepting the passcode. It may be a temporary service outage rather than a problem with the phones.
