In some cases, the webcam gets disabled in the BIOS, but it's unclear why that happens since users typically don't have access to make BIOS changes. It's worth checking that setting.
On some older 5440 models, the cable can get slightly disconnected from the camera/mic module in the bezel. We've had Dell replace the module and cable for us because the connection seems to be poorly designed.
I've seen similar issues happening, typically after a Windows update. Usually, just rebooting the laptop after the update seems to do the trick and the webcam starts working again.
We've run into this with our Dell Pro models too. Interestingly, even a Latitude model has been acting up recently. It's a bit frustrating trying to isolate the cause.
