Is it normal for a Ryzen 7 7700 to be sold without a cooler?

I've been looking at the Ryzen 7 7700, and I noticed that online it generally comes with a cooler included. However, I found someone selling a brand new unit that doesn't come with a cooler. Is this a common practice, or should I be concerned about its legitimacy?

It sounds like the seller might be offering a tray version of the CPU, which typically doesn't come with a cooler. But honestly, there's nothing wrong with the tray CPUs; they can be a great deal! I snagged some tray 7700s on eBay for $160 each over the summer, and they perform just as well as the retail versions.
