I recently purchased a gaming PC from a small shop that specializes in custom-built machines. I'm feeling a bit anxious about whether it's safe to turn it on for the first time. Are there any precautions I should take or things I should be aware of?

Formatting everything and reinstalling Windows is a solid move. That way you know you're starting with a clean slate!
Did you check if it actually worked while you were at the shop? If it did, I’d recommend wiping the drives and reinstalling the OS just to be safe.
If the store sells PCs and gave it to you, they likely tested it beforehand. But hey, the best way to know for sure is to just power it up and see!
Are you worried about malware possibly being on it? If that's the case, you could boot it up without connecting to your network first. If you're really paranoid, just wipe it clean and start fresh by reinstalling everything.
Yeah, I noticed they had some programs like MSI Afterburner installed, so I'm guessing they did some testing.
