Is it safe to use ethanol instead of isopropyl alcohol for cleaning thermal paste?

I recently bought a new CPU cooler and need to clean off the old thermal paste. Unfortunately, I don't have any isopropyl alcohol on hand, but I do have 96% ethanol alcohol. Is it safe and effective to use ethanol for this purpose?

I would only recommend using it if it's a high-proof product like Everclear. Otherwise, you might want to stick with something more reliable.
