I just got my hands on a used PC that has a GTX 980 Ti, but when I ran a benchmark, it only scored 30%. That's way below average and has me worried. Does this mean my graphics card is in poor condition?

That score could definitely mean something's off. Sometimes slow performance is caused by other components bottlenecking or background processes hogging resources. It might be worth checking your overall system health.
It's possible that your GPU has old thermal paste or pads, which can affect performance. But if the seller claimed they replaced those, it might not be the case. You could consider reapplying them for a boost.
I've got to disagree a bit. I really doubt any other component could hit that low of a score.
