Is My Ryzen 7 7700 Running Too Hot?

Hey everyone! I'm using a Ryzen 7 7700 with a -20mV offset and PBO2, cooled by a Thermalright Phantom Spirit 120 SE. Recently, I noticed during Cinebench R23 that my CPU gets really hot, reaching 77 degrees Celsius at a 100W PPT limit, which makes my cooler spin up to 1250 rpm. Is this considered normal? It seems strange since my old Ryzen 7 2700x ran cooler even with a higher 140W TDP on a budget air cooler. Should I switch to an AIO cooler for this CPU?

That's not too hot at all! You really don't need to stress until you hit around 95 degrees Celsius. You're well within a safe range here, so no need to worry.

Yeah, but switching from an Intel i5-13500 that ran never above 65 degrees is kind of a big shift. I wonder if the cooler is making proper contact?
