I'm looking to get into web development from scratch, and I want to know if The Odin Project is still the best resource available. I've heard about other options like web.dev by Google and SoloLearn, but I only have access to my phone for learning right now. I really want to stick to one comprehensive source instead of hopping between different resources. Any advice?

The Odin Project is definitely one of the top recommendations out there! It really helped me get started with web dev, and I'm now in a position where I teach others too! Just keep in mind that the 'best' resource can vary from person to person, but it's a solid choice for many.
