Recommendations for a Budget-Friendly dGPU for Linux

I'm searching for a budget-friendly discrete GPU (dGPU) for my upcoming AM5 build, primarily to support tasks like office work, multimedia consumption, 2D and some 3D CAD work using tools like FreeCAD. Occasionally, I'd like to do some video encoding, but nothing excessive. I'm specifically looking for options with open-source drivers, which makes NVIDIA cards a no-go unless they're exceptionally tempting. Gaming isn't a priority for me right now, as I'm waiting for GPU prices to stabilize. My system will likely feature a Ryzen 9 9950X/X3D/X3D2. I don't need the dGPU for gaming; its main purpose will be to assist with video encoding/decoding, displaying output, and potentially generating 3D frames for FreeCAD. I want to minimize both the upfront cost and energy expenses. So far, I've only come across the Intel Arc A310 series priced just over $120 and the A380 at around $150. However, I'm concerned these might be outdated models, and I'm unsure about the current state of their Linux drivers and whether their encoders cover the latest standards. Based on my research, anything else isn't financially sensible – for instance, the A380 is significantly cheaper than AMD's RDNA RX9060XT with 8GB RAM. Another option I've considered is the RDNA2 RX6400 with 4GB, but it seems pretty underwhelming compared to the RDNA4 9060XT. Assuming the A310 has decent drivers, it seems like my best option at the moment. I might be able to find it for $100 or slightly below, making it manageable if I ever need to repurpose it in the future. Is there something I've overlooked?

I’ve been using the Intel Arc A380 with my media server on Ubuntu, and it’s been running perfectly fine for a few months now. Just make sure to upgrade your kernel based on Intel's driver documentation for the best performance!
