I'm putting together a super budget PC for around $350, and I'm pairing it with a GTX 1080 Ti. I'm trying to figure out if the Ryzen 5 1600 for $30 will significantly bottleneck the GPU, or if I should spend a little more and go for the Ryzen 7 2700 at $45. Also, is it worth getting 32GB of RAM since the price difference here is only about $10 between 16GB and 32GB?

The 1600 might work, but if you can stretch to the 2700X, it performs better without much bottleneck at 1440p. Generally, you need a stronger CPU if you're gaming at lower resolutions like 720p.
I'd opt for the 2700 and add the 32GB if the combined difference is around $25. It's a smart investment for future-proofing your build.
How much are you seeing for a Ryzen 3600? Honestly, at these prices, the 2700 seems to be the better choice.
If you can snag RAM cheaply, definitely go for 32GB. In terms of CPUs, both will hold back your GPU a bit, but the 2700 will outperform the 1600, especially in gaming and productivity. Since the price difference is pretty minimal, I'd recommend going with the 2700 without a doubt.
