I'm looking for the fastest Intel CPU with AVX-512 support that I can get for under $2,000. I compile code that uses AVX-512, and I'm trying to speed up the process without spending a fortune. My compilation isn't massively parallel, so I need something with around 8 to 16 cores. I'm open to overclocking if it will help improve performance. I know that AVX-512 is mainly supported by Intel, but I'm willing to hear if there are alternatives!

The 9950X is probably your best bet; it’s a strong 16-core option with solid AVX-512 capabilities. It beats many older Xeons in single-core performance too. Just ensure you model the workload for maximum efficiency.
If you definitely want Intel, look at the older 11th Gen models like the i9-10900K, or possibly workstations like the Xeon W-2400. Intel has been stepping away from AVX-512 in consumer chips, so you might have to dig deeper into used options or workstations to find what you need.

And don’t forget about BIOS updates! You might want an old version to ensure AVX-512 support.
