Whenever we try to add a payment method, AWS reports that we have reached the limit for payment-method attempts and should try again later. Waiting several days has not helped, and the same error keeps appearing. This is happening even though we need to set up the account for an active project. Has anyone found a reliable way to resolve it?

This can happen if the account has been restricted, suspended, or has an internal payment-attempt limit of zero. It may not be a limit you configured yourself. Check that the account and identity verification are fully complete, then contact AWS Account and Billing Support to have the restriction reviewed.
AWS is particularly strict about payment validation. Repeated attempts, even with a legitimate corporate card, can trigger a security or fraud-prevention hold. Trying more cards or creating additional accounts may make the situation worse. The practical fix is usually to wait for Account and Billing Support to manually review and clear the account.
Several people have reported related problems with account validation, suspended accounts, and payment methods being rejected despite having available funds. If the account is in a restricted state, normal troubleshooting may not resolve it. Use the Account and Billing support route available for the account, and include the exact error, when the attempts occurred, and confirmation that the account verification steps are complete.

We did not configure any limit, so it appears to be stuck before setup is complete. Unfortunately, opening a support case is difficult when the account requires a payment method first.
