Why is my CPU showing 100% usage when I’m not running anything?

Hey everyone! I'm not the best with computers, but I built my own a year ago. Lately, I've noticed that my CPU usage is constantly sitting at 100%, even when I don't have anything open. When I check in Task Manager, the individual applications usually add up to around 90%, but the total is still showing 100%. My computer seems to be running fine, but I want to be proactive. Also, a couple of months ago, I had some issues with my USB ports not working, and more recently, I couldn't click on any icons until I reinstalled Windows, which fixed that. Just wondering what my next steps should be. Any advice?

You should definitely check what processes are running. Open Task Manager with Ctrl+Alt+Delete, and look at the CPU section to see what's taking up the most resources. This might help identify if there's a rogue app using your CPU when it shouldn't be. If you're still confused, listing out the components of your build would also help us help you better!

Here’s a rundown of my build: AMD Ryzen 7 7700X, 32 GB RAM, B650 motherboard, and a Gigabyte RTX 4070. I think I might be missing something about the SSD though; I just took it from an old laptop.
