I've recently made an upgrade from the AMD Ryzen 7 7800X3D to the 9800X3D, and I also installed a new SSD (the Corsair MP700 Pro). After performing a fresh installation of Windows, I ensured that all drivers for my GPU (ASUS RTX 4080 ProArt) and CPU were up to date, and I completed a BIOS update. In the BIOS, I enabled Expo I and set the core offset to -25. While everything seems stable, with Cinebench R23 giving me scores around 23-23.5k in multi-core performance and temperatures staying below 80C, I'm experiencing significantly lower gaming performance. For instance, in CS2 Benchmark on Dust2, I'm averaging only about 250 fps, which is a huge drop from around 415 fps I got with the 7800X3D on identical settings. I've also noticed poor performance in other games like RUST. My full build includes:

It sounds like you've got a solid setup, but those FPS numbers are definitely concerning. One thing to check is your RAM settings. Sometimes, even if Cinebench scores are decent, the RAM timings can dramatically impact gaming performance. You might want to experiment with different memory settings like lowering the timings or adjusting the PBO (Precision Boost Overdrive) settings. Make sure your memory is running at the rated speed as well.
When you mention PBO, do you have any specific settings in mind? I'm not super familiar with adjusting those but would like to learn more!
