I've got an MSI B550 A Pro motherboard and I've plugged my Elgato into the second x16 PCIe slot, which is supposed to support Gen 3 x4. My 4K Pro shows up when connected, but the display is just green. Plus, I noticed that the PCIe slot is only running at Gen 2 x1. I don't have any M.2 devices in the second slot, so I'm not sure what's causing this issue. Any advice?

That situation is a bit strange considering your setup. First, make sure your BIOS and firmware are up to date—if you're on a 3000-series CPU, it might help. If that doesn't do the trick, try resetting the CMOS to wipe any unusual settings and see if that resolves the speed issue.
I've updated the BIOS and cleared the CMOS last night, but the second PCIe lane doesn’t even show up in the BIOS settings, only pcie_e1.
