Why is my PC’s Wi-Fi and Ethernet so slow despite a 1000 Mbps connection?

I'm having major issues with my PC's internet and need some help. My setup includes a Gigabyte B850 EAGLE Wi-Fi 7 motherboard, an AMD Ryzen 7 7800X3D CPU, and an RTX 5080 GPU, all running on Windows 11. The problem is both my Wi-Fi and Ethernet speeds are really slow—around 20 to 60 Mbps—despite Windows indicating that the link speed is 1000 Mbps. To add to my confusion, my phone connected to the same Wi-Fi network gets about 250 Mbps, so it seems the issue isn't with the router. I used a program called LatencyMon and it pointed out something about CPU throttling, but there was no packet loss. I've already tried various solutions like running a Windows repair, resetting network drivers, trying different cables and router ports, and even performing speed tests that show inconsistent results. I'm really at a loss here. Can anyone help me figure out if my PC's Wi-Fi is broken or if I'm missing something?

Have you checked if your ISP contract provides the speed you're expecting? If you're only getting 350 Mbps down and 30-40 up, that could explain why your speeds are lower than what your PC indicates. Just a thought!

Make sure that you've updated your motherboard's BIOS and all chipset and APU drivers. Sometimes, hardware issues can be resolved with simple updates. Check out the Gigabyte support page for the latest versions you might be missing.

Have you tried booting your PC in Safe Mode with Networking? This can help determine if the issue is caused by any software or driver that loads during a normal startup. If the speed is normal in Safe Mode, something like your antivirus or Gigabyte utilities might be the problem. If it's still slow, check your BIOS settings for any network-related entries that could be limiting the speed.

It sounds like your Ethernet cable might be contributing to the slow speeds. Make sure you're using at least a Cat-5 cable, but Cat-6 or above is really what you want for 1000 Mbps. Also, do you plug directly into the router with an Ethernet cord, or are you using a USB adapter? If both Wi-Fi and Ethernet are slow, it might be worth trying another computer to see if it has the same issue.
