Why is my phone requiring a passcode for Face ID?

I recently set a passcode for my phone's lock screen for the first time but now I'm feeling like I don't need it anymore. However, when I try to remove the passcode, my phone won't let me use Face ID. Does anyone know why this is happening or if there's a way to change it?

The passcode is needed as a backup in case Face ID fails. If for some reason your Face ID isn't working, the passcode is the way to access your phone. Also, remember that the data on your phone is encrypted with the passcode, adding a level of security that Face ID alone can’t provide.
