I'm using a Ryzen 5 5500, and its normal clock speed should be around 4250 MHz. However, while I'm playing Valorant, it only goes up to 3950 MHz. Is this something I can fix, or is it considered normal behavior?

I get where you're coming from! Benchmark videos might show different results because they often run in optimal conditions. Your CPU might not have the same cooling or load as in those tests, which can affect clock speeds.
You might want to focus more on the GPU usage during gameplay rather than just the CPU clock speed. There are a lot of factors that could affect performance, like game updates and the way you're playing. Check your frames per second (FPS) instead. It's possible everything's running fine even if the CPU clock isn't at max.
It sounds like you're confusing single core and multi-core clock speeds. Your CPU can hit 4.25 GHz on a single core, but it might only reach about 3.95 GHz on multicore tasks, which is pretty common. You could consider overclocking to boost the multicore speed to match the single core, but it usually doesn't require much tweaking to achieve that.
