Why isn’t my Ryzen 5 5500 CPU reaching its maximum clock speed?

I'm using a Ryzen 5 5500, and its normal clock speed should be around 4250 MHz. However, while I'm playing Valorant, it only goes up to 3950 MHz. Is this something I can fix, or is it considered normal behavior?
