Why is my new PC stuttering after startup?

I just built a new PC with a Ryzen 9 9800X3D, two sticks of DDR5 RAM (rated for 6000MHz but currently at default speeds since XMP is off), and an RTX 5090 GPU, with an SSD for my system drive. However, when Windows starts up, I often experience serious performance issues like the mouse jumping around and menus lagging. This usually improves after 30 to 60 seconds, but sometimes it takes much longer or gets even worse. I've done a clean install of Windows, removed unwanted bloat, and checked my startup apps for anything suspicious. Given this setup, what could be causing these issues and how can I fix them?

Are all your drivers and Windows updates installed? That's usually a big part of fixing performance issues after a build. BIOS updates shouldn't be necessary right after installation, but they can potentially improve overall stability.

Yeah, all drivers are updated. I haven’t touched the BIOS though.

First, make sure you check what kind of SSD you're using. Some SSDs perform better than others, especially during boot up. You mentioned an SSD, but the specific model can matter a lot!

You might want to check if any background apps like OneDrive are syncing. Even if you disabled it from starting up, it could still be running afterwards and hogging resources.

I checked, and it's disabled as a startup app, so it shouldn't be syncing.
