Why Does My New PC Keep Crashing with a Green Screen?

I'm building a new PC with the following specs: HYTE Y40 Black case, Thermalright Phantom Spirit Evo cooler, Gigabyte B850 Aorus Elite motherboard, Ryzen 7 7800X3D CPU, Gigabyte Radeon RX 9060 XT GPU, Samsung 990 Pro 2TB SSD, G.Skill Flare X5 64GB RAM, and a CORSAIR RMx Series RM1000x power supply. I've freshly installed Windows 11 Home, but whenever I try to install the AMD drivers, I get a blank green screen crash. This has been happening randomly even when I'm not gaming. I've uninstalled and reinstalled the drivers, completely reinstalled Windows, checked all physical connections, and ensured nothing is overclocked. Now, it just won't boot at all. I'm considering updating the BIOS, but I'm not sure what else to do at this point.

First, have you tried discharging static? Disconnect everything, including power, then hold the power button for 30 seconds. After that, reconnect only the monitor, keyboard, mouse, and power to see if it boots up. Also, what exactly happens when you say it doesn’t boot? Is it just a black screen, or are there any beeps or debug lights on the motherboard? That info can help narrow down the problem.

I didn’t hear any beeps or see any debug lights. I did try clearing the CMOS too, which makes it even weirder.
