Why am I not seeing a performance boost with my new GPU?

I just upgraded from a GTX 1660 Super to a 9060 XT, expecting better performance in Valorant. Previously, I was getting around 200-250 fps with the 1660 Super, but now with the 9060 XT, I'm hardly seeing any improvement. It seems like neither my GPU nor CPU is being fully utilized. Is my Intel i5 11600K too weak for this setup, or is there something I can adjust to improve performance without replacing my CPU?
