I recently built a PC and initially only used an HDD for storage. A couple of years later, I added an SSD to the setup and installed Windows 11 on it. Now, I want to utilize my HDD for extra storage, but I prefer to boot from my SSD. The issue I'm facing is that even when I set my SSD as the first boot option in the BIOS, it still boots from my HDD, which has Windows 10 on it. I've tried disabling other boot options and even using the boot override, but it still starts with the HDD. I'm considering wiping the HDD entirely since I only need it for additional storage, but I'm hesitant about making any mistakes. What's the best way to fix this issue?

It sounds like your HDD still has boot partitions that are giving it priority over the SSD. If you've deleted those small boot partitions from the HDD (they're usually 100-500MB), it shouldn't boot from there anymore. If that doesn’t work, formatting the HDD will definitely clear things up and let you use it just for storage.
Can I just delete those partitions through Disk Management, or is there a better way?
