How Can I Improve My Gaming Performance?

I'm struggling with getting decent performance in some games, like Dune: Awakening. I usually get around 45-60 FPS, but it frequently drops to 1-3 FPS for a while, which is really frustrating. I've manually set the graphics to medium, hoping that would help, but it hasn't. When I let NVIDIA choose the settings, it goes to high or ultra, but then the FPS gets even worse. My drivers and PC updates are current, and I recently updated my BIOS in hopes of fixing similar issues with other games. I'm trying to figure out if there's something wrong with my setup or if I really need to consider an upgrade. I'm not in a great spot to spend a lot on new parts, so my budget is under $500. Here are my current specs: CPU: AMD Ryzen 5 4500 6-Core at 3600Mhz, GPU: NVIDIA GeForce RTX 3060 with 12GB, Motherboard: ASRock X570 Steel Legend, and RAM: 16GB Corsair Vengeance. Is your game installed on an SSD or an HDD? That can really affect load times and performance.

Honestly, the RTX 3060 isn’t the strongest card out there. Even though it has 12GB of VRAM, the overall performance isn't as good as more powerful options like the RTX 3080. I can game without issues at 1440p with my 3080, which has less VRAM but stronger capability.

Do you think the GPU is really the main issue? From what I read, I thought it might be more of a CPU problem since some other visually intense games run fine for me.
