I'm wondering whether I can use my external hard drive that has saved game data from my Xbox One on my PS5. The hard drive works with both consoles, but I'm unsure if the saved game files will be recognized by the PS5 since they are formatted for Xbox. I've invested over 300 hours into a game, and with a new update and DLC on the way, I really don't want to lose that progress!

PlayStation and Xbox use different file formats for their save data, which means you can't transfer files between them via an external drive. If keeping your save file is important, I'd suggest hanging onto your Xbox for that purpose.
Nope, saved game data isn't compatible between Xbox and PS5. The PS5 won't even recognize the Xbox files on the hard drive at all, so you would lose access to that data if you switch consoles.
Not directly, but if a game supports cross-platform play, it might let you transfer progress through its own login system, like with games such as Genshin Impact or Overwatch. Unfortunately, though, for Witcher 3, I don't think CD Projekt Red provides a way for that.
You could try it! If the PS5 doesn’t recognize the file system, it may ask to format the drive. Just remember to say no if it does! Also, consider backing up your save file on a PC first, in case the PS5 tries to format it.
