I'm thinking about purchasing an Intel i3 14100F, but I've come across some warnings online about widespread CPU failures in these models. Has Intel addressed these issues, and is it safe to buy these processors now?

Most of the issues have been resolved, especially for the lower-end models. If you stick with the i3, you shouldn’t run into trouble. Just make sure you're not getting a high-end i7 or i9 if you're concerned.
The i3 models from 13th gen were practically rebranded from the 12th gen, so they weren't really affected. The 14th gen i3 did have some issues but not to the same extent as the i7 and i9. If you decide to go with the 14th gen, just remember to update the BIOS right away. Personally, I’d lean towards AMD Ryzen or Intel’s 12th or 15th gen for peace of mind.
The i3 and i5 models are generally not affected by the degradation issue, so if you find a good deal, go for it! They're pretty reliable for everyday use.
