Is it safe to swap my PSU from 650W to 850W using the same cables?

I'm currently using a 650W power supply unit (PSU) and I'm thinking about upgrading to an 850W PSU. My question is, do I need to replace all the cables that come with the new PSU, or can I just switch out the PSU and reuse the existing cables?

No, you definitely should not reuse the cables. Even if they look similar, the pin configurations can be different between power supplies, risking damage to your components.
