I'm a Computer Science undergrad looking to build a PC specifically for AI and machine learning tasks like training neural networks, along with heavy gaming and running software such as AutoCAD, Proteus, and ModelSim. I'll also need to compile the Linux kernel for my operating systems course. I'm currently considering options like the Intel Core i9-14900K, i7-14700K, i7-14700KF, Ryzen 7 9800X3D, Ryzen 9 9950X3D, Ryzen 7 9700X, and Ryzen 9 9950X. My overall budget, including monitors, is around ₹3,00,000 to ₹3,50,000 (roughly $3,500 to $4,100 USD). While the Ryzen 9 9950X3D looks great for both productivity and gaming, its price seems quite high. Given my needs, which CPU would you guys recommend? I'm open to any suggestions!

It depends on your local market, but with your budget, the Ryzen 9 9950X3D could be a great option. You might even end up with some cash left over after your build! Check where you're buying from.

I’m in Kolkata, and I found the 9950X3D priced at around ₹71,999 (about $842). Seems a bit steep, don't you think?
