Why is my CPU overheating after upgrading to Windows 11?

I recently upgraded from Windows 10 to Windows 11 with a clean install, and my Ryzen 5 7600x CPU has been acting up. Whenever I power on my PC or wake it from sleep, the CPU temperature skyrockets to over 95°C, sometimes even hitting 100°C. Even when there are no applications or games running, it starts heating up rapidly, and during this time, the CPU usage is only around 8-10%. This overheating continues for about 5 minutes before it cools back down to a normal temperature of around 33-37°C. I'm worried because this only started happening after the Windows 11 upgrade, and I can't figure out if it's a driver issue or something else. My setup includes an Asus TUF Gaming x670e-plus motherboard and a water-cooled system. I'm looking for advice on what might be causing this and how to fix it.
