What’s the best silent cooler for a Ryzen 7 9800X3D?

Hey everyone! I recently bought the Frozen Notte 240 after seeing recommendations for it with the Ryzen 7 9800X3D, but I've been having some serious issues. Under heavy loads, like when I'm playing CPU-intensive games such as Fortnite or Minecraft, the temperature spikes to about 95°C and it gets really noisy. During Cinebench runs, it seems to thermal throttle at around 95-96°C. I've also noticed that my CPU sometimes pulls over 125 watts, even though I've disabled PBO in the BIOS. I really need suggestions for a quieter cooler. Here are my PC specs:
- Asus ROG Strix B860-A Gaming Wi-Fi
- Ryzen 7 9800X3D
- Kingston Fury Beast White RGB DDR5 6000MT/s CL30
- RTX 5070 Ti

That’s definitely odd! A 240mm AiO should handle a 9800X3D just fine. I’ve seen these CPUs being cooled even with single tower coolers! I personally think anything below a 360mm AiO isn’t really necessary, and I’d look into some of the latest air coolers if you’re looking for quieter solutions.

Could it maybe be that it’s overclocked somehow? I can't quite figure out why else it would be overheating.

It seems like there might be an issue with your cooler or its installation if you're hitting 95°C so quickly on a 240mm liquid cooler. Check if the pump is connected properly and make sure there’s no protective plastic left on the bottom of the cooler. Also, when you touch the pump, do you feel any vibrations? That might indicate it's working properly.

I edited my post to clarify that I hit over 95°C under heavy loads like 85-90% CPU usage, and the power tends to go above 125 watts. The pump is plugged in without any protective plastic on it. The vibrations I feel are similar to those from my GPU with the power supply connected.

I’m building a system with the same CPU and an RTX 5070 Ti this week. I went for a Corsair ICUE Cooler, and I’ll let you know how it performs noise-wise once I’ve set everything up!
