Hey everyone, I found an iPhone while fishing, and after guessing the password (turns out it was 1234), I managed to contact the owner. They promised to pick it up, but three weeks have passed, and nothing has happened. Since I'm an Android user, I'm not really sure what my options are. I saw that it's locked to the owner—but I'm not completely sure what that means. Any advice on what I should do next?

It sounds like it might be iCloud locked since it says 'locked to owner.' You could try checking if you can access any features for finding the owner or at least get more info from Apple; they might help if you explain the situation clearly.
Have you tried calling the owner again? It might help if you remind them that it’s been a while and you really want to return it.
Yeah, I've called a few times. The last time they said they were busy and then just stopped responding.
