I'm having some trouble with a brand new external hard drive I bought for backing up my files. I got it to help with a clean reset of my PC, as suggested in a previous post. However, when I plugged it in today, I heard the Windows connect/disconnect sound repeating rapidly, and the drive doesn't show up in 'This PC' or disk management. I can hear a ticking noise coming from the drive, and the blue light is flashing; I'm assuming that's a connection indicator. The weird part is that when I plug in a small fan next to it, the blue light stops flashing. I'm really worried—I've had issues with hackers before and just want to back up my files to reset my PC. It's frustrating, and I'm not very technical, so if anyone can help, I'd really appreciate it!

It's always possible that the product you received is defective. If you want, you can file a return through Amazon, and they should be able to replace it for you.
To figure out whether the issue is with your PC or the external drive, try connecting the drive to another device like a different desktop or laptop. If it works there, the problem might be with your PC. Additionally, try unplugging all unnecessary USB devices and see if using the back USB ports makes a difference.
