Is it okay to use a 180Hz monitor if my computer can only handle, say, 60Hz? You'll be totally fine! The monitor will work at a slower refresh rate if that's all your laptop can send out. No worries there.
Honestly, unless you can find a cheaper monitor with a lower refresh rate, I say go for it! Nothing bad is going to happen.
