How can I add a new line to my Toshiba Strata phone system?

I'm trying to add a new phone line to our aging Toshiba Strata PBX system in a newly built HR office. I've just recently installed Network eManager on a Windows 10 machine, but I'm experiencing some difficulties. Whenever I try to perform certain tasks, I get the error message: "[DBNETLIB][ConnectionOpen(Connect()).] SQL Server does not exist or access denied." I'm new to this role and still learning the system, so I'd really appreciate any guidance from those with Toshiba Strata or Network eManager experience on how to move forward and possibly fix the error to add the line.

I hate to break it to you, but maintaining this phone system can be a real headache. Since it’s 20 years old and has limited support, you might want to start thinking about alternatives like a VOIP update. It would save a lot of hassle in the long run.
