I just put together a new PC with a Radeon 9070XT and a Ryzen 5 9600X, but I'm noticing some odd performance issues. In certain games, my GPU is running at 99% usage without any problems, while in others, it only reaches around 50-70% usage. I don't think the CPU is bottlenecking since it's sitting at about 60% during gaming. I've also uncapped the frame rates in all my games. Right now, I'm in a heavily modded Minecraft world where my FPS is between 30 and 60, but both my GPU and CPU are only at half usage. I'm also playing Sons of the Forest, which has a constant frame cap at 60 regardless of the graphics settings. I've checked for any FPS caps or signs of CPU or RAM bottlenecks during these instances. Strangely, in Elden Ring, my GPU runs at 99%, and the frame rates are excellent. Could this issue be related to the BIOS or a compatibility problem?

I think this could definitely be a CPU bottleneck. Keep an eye on that single core usage while you're gaming. If you see one core at max while the others are lower, that's likely what's holding back your GPU in those games. It shows that your CPU isn't fully giving the GPU what it needs to perform.
