You can actually program on very old computers, even ones from 40 years ago. If you have a text editor and can save files, you're good to go. But it would help to know what kind of programming you're interested in and your budget for a new laptop.
I'm still learning the basics and working on small projects, but I want to get into game development soon. My budget is around $1,000, maybe a bit more.
