How Can I Completely Disable Manual Proxy Settings in Windows?

Hey everyone! I'm facing a tough challenge in managing manual proxy settings in a large corporate environment. We're trying to completely block users from enabling or tweaking manual proxy settings found in Settings > Network & Internet > Proxy, as this poses a significant security risk. I've already attempted several methods, including registry modifications and policies through Microsoft Intune, but haven't found a reliable solution. The registry tweaks I made can disable the proxy, but users can easily re-enable it through the GUI. Also, Intune does have configurations for automatic proxy settings, but I couldn't find anything to lock down manual proxy adjustments. Has anyone had success in fully disabling or graying out these manual proxy settings in Windows 10 or 11 using Intune, registry adjustments, third-party solutions, or any other methods? Any guidance would be greatly appreciated!

You might want to try removing access to the proxy settings page entirely. You can do this by enabling the 'Settings Page Visibility' policy in the User Configuration under Administrative Templates. Just set it to hide the Network Proxy settings. That should prevent users from accessing it altogether!
